L/Subansiri DA destroys marijuana plants
ITANAGAR, Aug 03: The Lower Subansiri district administration along with the police personnel carried out drive to destroy Marijuana (Ganja) plants in and around Ziro plateau yesterday.
The drive was carried out after All Arunachal Pradesh Women Welfare Association, Ziro Branch complained of youngsters getting tempted into using the pant in various forms. The association also collaborated with the administration in carrying out the drive.
Two truckloads of Marijuana plants collected from various parts of Ziro were burnt in the dumping grounds.
Meanwhile, the district administration has warned the public not to use drugs in any form and to destroy the plant even if it is found growing in the wild. It also warned that if anyone is found cultivating the plant will be booked under NDPS and shall be imprisoned for 10 years.

call for protecting the rights of scheduled tribes and other traditional forest
dwellers and implementation of Forest Rights Act -

Taring Mama urged upon the state Governemnt to implement the Forest Rights Act-
“If the state government implement it, the tribal people will conserve the forest in its own basis without hampering the ecology”, Mama asserted.
Steps should be taken to bring awarness among the tribal people of Arunachal about the urgent need of implementing this Act. If implemented it will be one of the best tools to preserve the private as well as community forest land of the state, said Souparna Lahiri, member of All India Forum for Forest Movements.
“In the name of eviction, lots of houses were burnt down; many private structures were demolished earlier. If we implement it, it would be the best weapon to safe guard our properties including rights”, he said.

As per the government notification, the state Social Welfare department has been endorsed to look after the Act without appointing any nodal officer.
Earlier, the ACR in collaboration with NEPA organized a Community seminar on Forest Rights Act 2006 here at NEFA Club today.
Various stake holders of the state including social activists, lawyers, NGO leaders, journalists, government officials, academicians etc. thronged the hall to discuss the act and its importance for implementation in the state.
While discussing about the forest land, state Land management director Ennyo Nangkar clarified that maintaining of forest record whether in urban or rural is solely depend upon state government where Land Management department is the nodal department to regulate the same.
Stating that private land doesn’t come under the purview of land revenue, he informed that for any land dispute including forest land in rural area the gaon burahs (GBs) are authorized to settle cases. Nangkar also emphasized on needs for amendment on various forest regularization acts while seeing the customary practises of the indigenous people of the state.
“The ratio of damages of the forest need to be balanced while giving traditional rights to the tribal people”, asserted Itanagar DCF D Gogoi, who represented on behalf of Forest and Environment department.
While saying that time has come to check rampant destructions of forest, he revealed that the state has 82 percent land covered under forest and 22 percent of forest land comes under reserved area.
Political secretary to CM, Bamang Tago emphasized on needs for implementation of the Forest Rights Act 2006 in the state along with 13 other forest rights act.
“In the context of Arunachal, we are being in threat as there are no perfect guidelines to protect our land. So, consensus is needed to create among the masses before implementing such act”, Tago said.
Souparna Lahiri dwelt on length about the back ground and importance of Forest Rights Act 2006.

It is worth mentioning here that the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006 (FRA 2006 in short) was passed by the Indian Parliament in December 2006. This is the first time in the history of the post independent India that the Central Govt brought in a forest related legislation to recognize and vest the forest rights and occupation in forest land in forest dwelling Scheduled Tribes and other traditional forest dwellers who have been residing in such forests for generations but whose rights were not recorded.

CMJU B.Ed degree holders seek justice
ITANAGAR, Aug 03: The Arunachal CMJ University B.Ed Degree Holders Association has expressed their disappointment over the Education Departments for maintaining “partiality towards the B.Ed degree holders of CMJ University in the state.”
The association said that in the recent declaration of results of the PGT, TGT and various other exams, the state government has sidelined the interests of the B. Ed degree holders of the said university, despite the High Court order allowing the students to write the exam and subsequently another order for declaring the results. Previously, candidates holding the degree from the same university have already been promoted.
“The recent scandal related to CMJ University was limited to P.h D courses, which is still unproven, as the verdict is still pending. Therefore, the state government cannot compare the B.Ed degree holders with the PhD students.”

Daporijo Govt College to get permanent address soon

ITANAGAR, Aug 03: The students of Upper Subansiri district is very soon going to have their own college campus with proper infrastructure in its permanent site, which has been long awaited dream for the people of Daporijo since many years.
Deputy Commissioner Tahang Taggu and his team comprising Land and Revenue Settlement Officer along with other officers today visited the site for setting up permanent college building at near Jeram Village around 11km from Daporijo .
Officers team along with DC took a ride in JCB to reach the site as approach road to the site is not motorable due to damaged of road by recent heavy rain fall in the area. However, the team reached the site with great difficulties while travelling more than 7km from the main BRTF road to the site.
Clearance of the forest has been started by villagers in the site where infrastructure will be established including academic, administration, laboratory building and play ground.
Villagers are willing to donate the land free of cost for the construction of model college of Daporijo. Further villagers have assured that authority will be cooperated in any stage where ever need arises for the construction of the college building.
Very soon team from UGC is going to arrive at Daporijo to inspect the site for feasibility.
Villagers appreciated Deputy Commissioner Tahang Taggu, for his positive attitude for the early construction of college building and start its academy session.

Disaster Management Coordination meeting held at Daporijo
DAPORIJO, Aug 3: The 2nd Disaster Management Coordination Meeting 2013 for Upper Subansiri district was held today in the office chamber of the Deputy Commissioner Upper Subansiri district to discuss the District Disaster Management Plan.
Addressing the meeting, Deputy Commissioner Tahang Taggu said that disasters can strike anytime and anywhere unannounced and so preparation in advance was important to mitigate the effects of disasters. He added that the combined efforts of the different agencies and civilians and a coordinated effort would help in preventing accidents and lessening the severity of disasters through timely search and rescue operations. Taggu also stressed on the need for creation of awareness on disasters and preventive measures to be taken.
DDMO Lobsang informed about the importance of the District Disaster Management Plan and the need for timely updates of resource inventory of the different agencies involved and so requested the HoDs for timely submission of the required data to make a better plan. He also requested all the departments to prepare and keep ready a departmental contingency plan with a nodal officer for better coordination between all in case a disaster strikes.
Suggestions were also given during the meeting like the preparation of the plan keeping in mind the topography and terrain and making area centric plans, proper identification and survey of places marked as possible relief camps, training and use of NCC and Scouts and Guides teams during disasters.

Noa Dihing river creates havoc at Diyun & Bordumsa circle
ITANAGAR, Aug 3: The Noa Dihing river is causing unabated erosion both at the right and left river banks at Dumpani and Udoipur villages of Diyun circle and Bijoypur village under Bordumsa circle. In the recent onslaught of flood nearly 75ha of fertile agricultural land has been washed away.
Meanwhile, the team of officers and officials including B. K. Karki, EE WRD, Maga Tasso, AE, D N Patel, JE and Sanjay Nair, Surveyor along with the public leaders and villagers made an extensive survey of the flood affected areas. The team observed that the situation at Diyun circle is very critical. It is apprehended that breach of earthen embankment, which is only 5m from bank, may spell doom. It may play havoc not only in Diyun circle but also in the adjoining Lohit district.

TINSUKIA, Aug 03: A seminar for Media Professionals was organized by the Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya at its local Rajayoga Centre Auditorium here on July 26.
About fifty Journalists representing print, electronic, cyber, promotional and traditional media attended the seminar which was addressed by a few senior journalists on the topic “Promoting Peace & Harmony for Development – Role of Media”.
Delivering the key–note address, Prof. Kamal Dixit, an Eminent Journalist and National Coordinator, Society of Media Initiative for Values from Bhopal said that mass media has a pivotal role to play in promoting peace, harmony and thereby development in society.
He said that without individual peace, there can’t be collective peace and without peace there can be neither be harmony nor cooperation which are essential for progress and development in this highly competitive market driven society. He further said that for fostering peace & development in society the media professionals need to be empowered from within with the help of spiritual wisdom and Rajyoga Meditation.
Hemant Barman, Editor, Danik Janmabhumi from Guwahati said that the evolving business and corporate culture in mass media sector, is posing obstacle on the path of journalists and media professionals to honestly discharge their social responsibilities.
Rajyogini B. K. Satyawati Behn, Director of Brahma Kumaris Rajyoga Centres; Upper Assam, Arunachal Pradesh, Nagaland & Mizoram blessing the occasion with her words of wisdom said that considering the immense power and potentialities of Press in today’s globalized society, integration of spiritualism with journalism, can empower the media persons to play a positive, catalytic and proactive role in restoring peace, harmony and happiness in people’s life and society.
